Im not sure if i have come to the right place with this. Please advise if i haven't.
In July we were left with a PCN on our windscreen after "overstaying" on a car park in Preston. £50 early bird discount!
We were unaware that there was any limits to this carpark and as it was a Sunday it was virtually empty.
A month later we received a "outstanding Parking Notice" £100
17 days later a "final demand" came £140 consisting of The Parking charge notice charged at £100. Debt recovery costs: Contacting DVLA, invoice production and correspondence £40.
Since then we have received a "notice of intent" which came a month later. £140.00. It states "unless this incident is under appeal (which it is not), the debt will be passed to a debt collection agency. The appropriate agency will seek a court order instigating the recovery of this debt.
After having looked around the carpark for signs I found 2. One in a tree pointing outwards (not visible on entry to the car park) and a small one on the wall of some shops right next to the shop signs and smaller than the others. There is no clear signage there at all.
I took photographs but i cant work out how to upload them.
I was originally told to take no notice of the parking notice but now im worried. Ive recently been very poorly (still am, but not as bad). I feel physically sick, please help?
Im going out nw to visit my mother, please help. Ill be back soon.

you have not followed correct procedures for these parking invoices, which are outlined in the NEWBIES sticky thread at the top of this forum, please read it asap
what you should not have done is IGNORE this invoice charge
whoever told you to ignore it is and was an idiot
you were correct in ignoring the windscreen ticket, and should have appealed after the NTK came in the post, which is usually 29 to 56 days later (the one to the RK demanding £100 you received in august)
you are too late now as you have ignored their correspondence , so you could keep ignoring letters apart from any LBC or MCOL, for the next 6 years
I would send them the template letter in post #1 of the newbies thread, to anpr, with free certificate of posting at the PO
I doubt you will get a popla code, in which case all you can do is ignore them , ignore any debt collector letters, but DO NOT ignore any LBC or MCOL
THEY HAVE 6 YEARS TO PURSUE THIS, SO YOU REALLY SHOULD HAVE APPEALED WHEN YOU GOT THE £100 NTK DEMAND IN THE POST

You should take the threats from ANPR with a pinch of salt as they are the village idiots of PPC land.

ANPR Ltd? Hilariously stupid firm if that's who this was (the ridiculous phrase for a scam charge 'early bird discount' suggests it's them). Enough to make you sick with laughing at them if you read a few other threads about them. Search this forum (back on page one) for the word 'Trev' or the word 'Expedion'. NOT 'ANPR' (obviously) as that isn't just a firm's name! You must read some other threads about Trev who runs this joke of a firm.
Who told you to ignore the PCN? That was silly. Whoever that was has caused you a pile of junk mail and then you will get a fake court claim (not real) from 'Expedion' which in fact is run by...two people from ANPR Ltd (so it isn't a separate firm). This won't go to court but you have brought the junk mail upon yourself by not appealing the stupid thing at the time (if you think you read the ignore advice here, think again - we haven't told people to ignore fake PCNs for nearly 2 years now! If so then you Googled and unfortunately didn't bother to check the date of the thread you read - doing that with a forum is like reading yesterday's news).
You should be complaining to the BPA about the Expedion letter when you get it as it misleads people into thinking they are a separate firm (they are not) and that they can litigate (they cannot as they are not a Solicitors firm) and that their name might be something to do with credit rating (nope, that's Experian and the similarity is likely to be deliberate).
The BPA's email address is in the Newbies thread, second from the top of this forum. Get back to 'page one' and the current top threads and 'stickies' (permanent info threads 'stuck' at the top) by using the Forum Jump (bottom right, look there now) and click 'GO' and soon you will be able to read lots of threads and still find your way back home to page one using that button. The forum works best when you search it so do some searches using 'search this forum' which is a heading above the top sticky threads on the right next to 'forum tools' (level with where the blue 'new thread' button is at the top).PRIVATE 'PCN'? Now you have been frightened rigid by RedX, this is the worst that could happen, it likely won't, but there is a small chance it could.
You will be taken to court.
You choose the court location.
You will then ask for a different date as you fall ill.
You fall ill again and see the doctor.
You fall ill again and offer medical evidence.
You lose in court.
Costs are not awarded but set aside.
You plead poverty.
You are ordered to pay.
You plead poverty and offer continued medical evidence of stress.
You offer to pay in installments of £1.46 a month.
After 5 months you miss a month then the following month you pay £4.62.
Then you pay nothing and await the company to take you back to court which won't happen.
After 4 months you contact the court again saying you have no means to pay and can the case be set aside.
You then pay a furthur £1.46 by cheque, unsigned.
The company gives up and moves on to someone else. The costs of persueing you being prohibitive.
They cannot send bailiffs as you have not refused to pay, or defaulted with no good reason.
Stop worrying. The court system in this country is laughable - everyone knows that.
PS - "sell" all your furniture to your relatives for £5.00 so you have no goods.0 -
ANPR Ltd won't issue a real court claim, they just use Expedion to pretend they will. Complaints should be pouring in to the BPA every time when people get that misleading letter, especially now the law has changed on misleading practices and allows individuals to sue:

I am wife of the registered keeper. We have a debt management plan in place at the moment and I am under the doctor. We would struggle to pay any fines and I can show that I have been stressed about the situation so we wouldn't be fibbing!
Im going to follow the advice given and hope that it doesn't get as far as court.

Hi all, I have received the "Expedian" letter, court claim form, a photograph of our car and an A4 parking notice. Had I not asked you're advice I would be a bag of nerves right now. I still am very nervy about the whole thing. The letter says,
Our client (APNR Ltd) has instructed this firm to file you're case and others in the Northampton County Court (bulk handling centre). However, experience in these matters leads us to prefer a more civil approach. This includes inviting you (the proposed defendant) to offer any lawful reason you may have, why we should not proceed.
To date our costs are nominal, but should this matter proceed through court, my time spent plus expenses will become considerable.
The enclosed draft court papers are not designed to intimidate-we are merely giving you the opportunity to check the content and ensure all details are correct
I would appreciate you giving us a call on 01646 629 066 to discuss, before I submit this case which should be in around 14 days.
I am unsure which template letter I would use to contact them, or should I ring?
I am on strong painkillers at the moment, the information I read doesn't seem to sink in as im a bit hazy. I have tried to find the correct letter but I get confused as to if the said letters apply to me.
