I think you may need to re-read the original post.No it definitely is not.
You should read the opening post, and post #9, it isn't very long.
The letting agent is pestering both Landlord and tenant to renew their tenancy as well as get a copy of the gas safety certificate.
I would suggest the issue of the gas safety certificate is a smoke screen as only the tenant needs a copy, it is the letting agent trying to justify the need to levy more charges. They can't charge for a gas safety certificate as that is a legal requirement between the landlord and tenant but they can charge for a tenancy renewal.0 -

But have they handed over the deposit yet?
In a somewhat similar situation, I only got mine by writing twice to the director. (e-mailing)
The second time I gave then 24 hrs to return deposit or I would send a formal letter before action and then take them to court.
I also mentioned that they might like to keep an eye on review websites such as allAgents.
Their tactics over the gas safety cert sound similar to my ex-agents writing to say I'm legally obliged to have my property checked for legionnella every 2 years by a 'professionally trained and accredited' person - and they just happen to have done a deal with one. All nonsense.0 -

* make sure the tenants know to ignore the agents completely, and not to respond to pressure, or even enquiries, from them
* sort out the deposit
* Ignore the gas certificate stuff - they have no contract with you now, so no responsibility
