Advice required ref parking contravention letter

Hi all I have received a 'parking contravention' notice from ce-service ltd. The letter is a lovely shade of red and is saying it is too late to pay at the lower rate to which I don't know what that could be, however I am being told to pay £100 within 14 days for an 'incident' on the 12th August 2014.
I would like some advice as what I have read is a little concerning some reports said to ignore and others say do not. Clearly I don't not want negative credit or the like and certainly don't want court proceedings.
Do I pay ?
Do I appeal ? Can I still appeal ?
A bit concerned as don't like this sort of stuff, some help would be greatly appreciated please.

the first thing you need to do is read the newbie thread. (see my signature) we never advise to pay or ignore, instead we recommend you appeal.
Is this the first letter you have received? Or have you ignored previous letters.
If you do a search for CEL you will find lists of threads on this especially if it is a co op car park!

I'd like to see where you found the recommendation to 'ignore' a parking charge notice!
Can you double check the name of the PPC please, and advise the address they are showing on their letterhead. 'Exchange Flags' per chance?Please note, we are not a legal advice forum. Hi it's the first letter I have received but the content would indicate another may have been sent, the information reference ignoring was through google searching and it said not to worry as they are idol threats forget exact wording.
The company is civil enforcement ltd Horton house Exchange flags Liverpool and was issued following an 'incident' at the holiday inn car park(airport) in Norwich. I was actually a paying customer at the hotel having a business meeting.
I have seen the content of an appeal letter do I send that verbatim only changing the personal details ?
It's all a bit concerning to be honest as I don't want to have to go to court of this if possible

If you ever use Google to check information like this you need to examine closely the dating of the advice. Ignoring has not been recommended for over 18 months now.
Are CEL suggesting that the parking incident was captured via ANPR camera or a ticket attached to your windscreen?Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

There was no ticket attached to windscreen so I can only assume that it is through an anpr which may operate within the hotel car park.

If it is a camera controlled car park, then simply appeal as per the newbie thread. There may be some guff from CEL that their 28 day deadline for appeal has passed (any guesses why you didn't receive the first letter?) and they won't issue a POPLA code. But still send off that initial appeal.
If they do send guff back it will need complaints to the BPA and DVLA to move this forward.
