But it isn't non delivery though is it, any charge back would fail when the bus company show the proof of delivery.A different tack then: how did you pay? If you paid by card then you can ask your bank to do a Chargeback for non-delivery.

Arguably, the signature only proves it was delivered somewhere. It is not conclusive proof that the item was delivered to the intended recipient/that the contract was concluded correctly.
Its worth a try at least. Yes a signature can be provided in defence but it doesnt necessarily mean the chargeback will fail. Chargebacks have gone through under similar circumstances previously.
Or she could write an LBA to the company she purchased it from saying that she still hasnt received the goods and if they do not arrive within 14 days, she will be filing a claim against them for a refund and any reasonable costs that have arisen as a direct result of their breach.You keep using that word. Letter Before Action.
You must title it as such "letter before action", try keep to the bare facts - ordered x date, supposedly delivered x date but it wasnt. They're in breach of contract so you are requesting they either resend or issue a full refund within 14 days. If they do not respond within that time, you will be filing a claim against them for breach of contract.
If you google "letter before action template", you'll get a few examples coming up to give you an idea of what to write. Do not include emotional phrases such as how angry/disappointed/shocked you are. They serve no useful purpose - if anything they only distract them from the important parts.

RM state they deliver to the stated address NOT addressee, if it has been pilfered following delivery (appears likely) then it is an insurance claim. If the letterbox is shared, then clearly it is not ideal for valuables.
The BusCo and RM are not responsible for the theft.
As for court, you'll lose. They have completed the purchase and the rest is up to you to find the miscreant.0
