Is it free to call Ireland mobile on TU Go app with o2?

I'm currently on payg (o2 unlimited) tarrif and received a call advising me to change to better offer on contract. The only thing though as I told them I call a mobile in Ireland and it currently costs me 5p per minute on payg, with contract I think it's around 20p per minute.
Advisor said to use Viber but this person doesn't have a smartphone! She told me to use TU Go but someone else told me it's not free to call a mobile in Ireland with TU Go. Also you don't get it on payg only if I changed to contract. I understand you have to connect over wifi but does anyone know if it's free or not to call a mobile in Ireland with TU Go?

TU calls are chargeable as per the tariff, but is not as you say available on PAYG or business tariffs, yet.

You can ring a IRELAND mobile for 3.6p a minute, i do all the time
