My old account balance is £900 which I just don't have.
I have a business in mind with virtually no start up costs.....

No; you have a business in mind with a startup cost of at least £900.

Don't do it, unless you want to lose a great deal of money.

Because when you build up a nice bit of money in paypal they may choose that moment to freeze it. And if you read some old threads on here, you will find plenty where that has happened and many times its always at the wrong moment.

You can't do that if you end up with a negative balance.
You may get people being more helpful if you specified what the £900 debt is actually for and how it came about.

As a new seller you will be subject to a 21 day hold during which you will need to post your items, and only after 21 days will PayPal release your funds.

eBay is harder now with more rules than it used to be, if you struggled before you won't manage it now.

As I've already said, if you are planning on drop shipping or selling intangible items then you do not have a sustainable business model.
