new ebay/payal

hi, years ago I used ebay/paypal but long story I ended up not using my account, I never did anything wrong at all but I had a couple of negative feedbacks and couldn't be bothered to argue them, the buyers got a refund and I never paid my outstanding ebay/paypal fees. I still get the odd email from them even now chasing it, its not much but more than I can afford to repay.
the problem I have is I now want to start a self employed business and use ebay/paypal for a part of it. I have a bank account I can use and can use a pay as you go sim as a phone number, but how can I open a new account without ebay/paypal linking it to the old one? wont the address etc flag up?
I am not looking for a lecture on ethics here etc as the reason for the previous issues were genuinely down to the buyers and not me (v long story), but I want to trade on ebay again. I ulitmatey would like a fully fledged business account selling a lot of items but am happy to start small/slow, any help appreciated thanks xx

The only answer you will get is that you can't.
Until you pay off your outstanding bill, it's pointless trying to use ebay as they will close any new account that is in any way connected to your old one.
They can connect them by address, bank details, IP address, e-mail address and probably a few other ways as well.0 -
If you have not been NARU'd, pay the damn bill
If you have been NARU'd, you pretty much stuffed, as eBay will close down any new account, unless all the details different & none from the previous account are used & you cannot fake them, as eBay WILL ask for ID verifaction
Also you can only have 1 x Paypal Business account in a lifetime & you will need a matching named Bank Account0 -
ip address already changed, new email, new payg sim, address wise could I get away with a po box address? failing that I could 'move' to a friends by changing my driving licence, then supply it as proof of id to ebay then move back lol I guess0

Not true. I am currently using paypal account that was owed money. The only thing I had to change was the email address, because paypal said I had to change one of them. I'm still using the same bank account.0 -
OP - people will tell you of how they have set up new accounts and haven't been caught, but for every story like that there are more where people have been caught . It might not be immediately, but it isn't worth the risk of investing money into a business and then 6 months down the line having your account suspended.

If you are desperate enough to open an account that you're prepared to commit fraud, I for one wouldn't be comfortable with providing any information that helps you to do so.0

It was just an option lol, but supposing in 2-3 weeks I meets guy, fall in love, move in, change my address then we split because I catch him with another girl so I move back here, no fraud ;-) I'm genuinely trying to open an honest and decent account here just a past issue has come back to haunt me I guess0

Unfortunately yes you are right, your past history will catch you up.
