    Yes, the right side is council owned.

    Using google street view.... you can see the car park on River Street, Rochdale, but the image is before the car park was divided.

    Wow those photos 2 and 4 are the best evidence you need for part of your POPLA appeal because why on earth would anyone think those bays are different with that minimal signage on the wall (unreadable) and the fact 'private parking only' doesn't communicate anything really to most people. Loads of people must fall for that trap.
    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

    As coupon mad wrote. The untouched photos make your case much clearer. Don't send the coloured ones in with any appeal as if they had actually made the private spaces red, that would have weakened your case.

    BBet the notices on the wall are totally non compliant too.
