UK CPS Ltd - Rochdale car park

I am posting this on behalf of my father, who came to me for help after getting a parking ticket he doubted the authenticity of.

My father and myself have been using a small car park for years thats just off Drake Street in Rochdale town centre.

For quite some time you could park there and first hour was free, but you still needed to press for your free ticket (to prove time parked etc)

However, this time my father parked up, got a ticket and went to a shop. On his return a man was taking a photo of his car?
He asked what the problem was and was informed he had parked on the private side of the car park and its no longer free for the first hour!
After arguing for a minute he went home, and on advice from several others who have had problems with private companies like this, he ignored the fine.
He has now received a letter saying the fine has gone up from £60 to £100.
My question is, does he just keep ignoring them, pay the fine or something else?

    Private side of the car park?? Are there demarcation lines and signs? In other words, if I was to come to Rochdale (say on a Gracie Fields pilgrimage), would it be obvious to me which side of the car park was free and which side infested?

    Important as signage is a fundamental requirement for any PPC. Pictures of signs for free and infested areas with any demarcation lines would be helpful as well as knowing who "owns" each side.

    I have read the Newbies thread, but it says for UKCPS start a thread... which didn't fill me with confidence. Other private companies seem to be dealt with by the ready made letter.

    Seems the rules of the law differ dependant on companies.

    I have been and had a good look at the car park.

    There are signs, not very clear to be honest.
    To say this car park is actually split in 2 is marked.... but again its easily missed.

    I did take photos, but as i am a new user here, the forum wont let me share them :/

    Can someone advice what my father is best to follow please.

    No it doesn't! It said UKCPM not 'your lot' who can be beaten with the usual two templates. Attention to such details is how we win 100% of the time.
    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

    Can you photo the entrance sign, the sign on the (private) walls and the PCN so the experts can give you their guidance please.
