Good point but the answer is the same - you have to win on contract law points at IAS too. And it is MUCH harder than POPLA.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

check their paperwork and website to see what methods of appeal they allow
if posting it, go to the PO with it and get a free certificate of posting , NOT recorded , and NOT special delivery either
just a free cert of posting, nothing more, then keep it safe0 -

I would like to mention again that I was present in the car while the photos were taken. Very first 2 images were taken from far distance. This guy could have asked me to move the car which he did not ask, he also refused to show his ID saying he is not obliged to show me anything.
Around 25 to 30 yards further direction in which my car is facing is dead end i.e cars can not go any further and the signage is fitted towards that end of the parking space which I believe it should have been fitted this end (or atleast 2nd signage ) where my car was so that the signage is clearly visible and noticeable to anyone entering the road (or in to parking space). The signage is fitted in parallel to the road which is hard to notice. The building which is nearest to this parking space is college building and once again anyone can be easily mistaken (like I did) this parking space belonging to college as the signage is not noticeable. The flats this parking belongs to is opposite side of the road.
On Monday I will go to that road and take photos of the road which will show all the surroundings which will help you guys to advice me better. In the mean time if you can help me in preparing the appeal. Thanks0 -

This won't be the easiest appeal as it's IAS (in spite of the fact the NTK is flawed in various ways).
You (they) are not authorised under your (their) KADOE contract to issue postal PCNs except where ANPR is used under strict procedures. ...
It seems easier enough to me, if their paperwork is not valid, then surely that is it, the PCN is invalid, therefore game over.
By all means take it to appeal, and cost them money, but if the appeal is disallowed, so what, they are in denial, they are hardly going to take it in front of a judge.
Yes, the punter may be hassled, but what is more important, that we save some bilker, non-reader of the T&C, or !!!!!! who parks in a BB space, a few quid, or we get the corrupt individuals who operate this scam brought to book?
I know where my priorities lie.You never know how far you can go until you go too far.0 -
