without reading every comment the £39 per week top up is classed as a third party top up, it cannot come out of your parents funds it has to come from a "third party" its a social services rule. when was your last nhs review? prehaps you can get them to look as a reevaluation of both parents, also your social worker should be acting as a voice as to why you are suppose to be paying a top up and why the fees are so vastly different. Refuse to pay and seek advice the home sound like they are making up the rules as they go along
