I think that you may need to press F2 to enter the BIOS setup.
If that doesn't make a difference, we can create a bootable USB drive in order to flash the BIOS. The latest BIOS is here
If still no go, we can create a Crisis Disk for a BIOS recovery.
Don't worry, I'll guide you through what you don't understand.
Bios with F2 does not show still blank screen
Put bios onto USB flash drive still nothing
Also tried putting win 7 disc in drive still nothing0 -

Are you pressing and holding DEL or F2 as soon as you turn the machine on via the power button? When happens when you press and hold the power button? Can you see the machine 'power down?0 -

Have tried both nothing happens,
If I hold the power button it turns off, but there is absolutely nothing on screen not even a flicker0 -
So you should try the Crisis Disk included with the BIOS update. You can download it here
You'll need a USB Flash drive(the smaller the better) and a working machine(preferably not a 64 bit OS).
Download and unzip to extract the folder within.
Plug the USB drive in and wait until it is recognised.
Right click on the WinCris application and choose 'Run As Administrator'. Follow the prompts. The application should open and give you the option to create a bootable flash drive/disc.
Once created, you can remove the drive and plug it into the Packard Bell. Use the USB port on the right hand side.
Remove the battery from the laptop. Use it only on mains power.
Press and hold down the Fn & B keys and whilst pressing and holding them down, press the Power button.
When the power light comes on, you can release the Fn & B keys and wait.0 -
