laptop stopped working

hi all my partners laptop has stopped working.
its a Packard bell easynote tj71
the power light comes on but display is blank no hdd light (hdd spins up but nothing else) case fan does not run
what could be the problem?

take battery out, unplug charger, and hold down the power button for about a minute. Then, plug in charger (leaving battery out for now) and try to power it up.......Gettin' There, Wherever There is......
I have a dodgy "i" key, so ignore spelling errors due to "i" issues, ...I blame Apple

no it worked perfect last time, shut down properly.
now nothing on screen, no beeps, on closer inspection of case fan it does spin for about 5 secs then stops, apart from that the only this that is on is the power light and charger if battery and power is in0 -

First of all, you can try setting the BIOS to defaults.
I think that you may need to press F2 to enter the BIOS setup.
If that doesn't make a difference, we can create a bootable USB drive in order to flash the BIOS. The latest BIOS is here
If still no go, we can create a Crisis Disk for a BIOS recovery.
Don't worry, I'll guide you through what you don't understand.0
