The solicitor will have lost it in the office (happened at my old place all the time) and will be being snotty to hide the fact. The fact that you didn't state you'd enclosed it will count against you, but if you make enough stink they may pay for another one.

ANother way is to get a certified copy of everything that way you dont have to send the originals0
