Money in their Pocket?

Hired a car in Portugal last week with a full tank and told to return it full; no problem with that. However, the petrol station at the airport had big problems and I could not get any petrol so I was asked to pay the money for the missing fuel and after a bit of haggling, agreed a price.
Then I got to thinking that the hire company actually didn't put any fuel in the car, it was returned full by the last person who hired it. So (allegidly) that money went straight into their pocket?
And another thing...
How many cars have you hired with dents and scratches on them? Have the hire companies then taken money off people's credit cards in respect of 'Excess Insurances' and not bothered to get the cars repaired? My guess is (again, allegidly) that this is another wad of money going into their pockets; and some sizeable amounts too!
Could be a good case for an inquiry?

but they are going to go an put fuel in the car so it can be full for the next person picking it up0 -
Possibly not, but then the new hirer will just bring it back with the same amount of fuel in.
This recently happened to us, car arrived with half a tank, took it back with half a tank. No problem.0
