Ownership of steps and planning permisson

Can anyone help me ascertain whether I require planning permission to flatten the steps that lead up to my garden gate.
The steps highlighted in red lead to 3 garden gates, but I'm certain the boundary on the land registry only goes up to my garden wall/gate.
I'm looking to flatten/level the right side of the steps the lead up to my garden gate to enable ease of access.
Would this require planning permission? As I don't own the steps how would I go about this?

You need to check with your Highways Dept as they may well own it. If it is you will need to contract one of their contractors to undertake any works and it will need to be to their specification.
If it needs PP, the Highways Dept may direct you to the Planning Dept.Eat vegetables and fear no creditors, rather than eat duck and hide.0 -
Those steps are used for access to three properties, all of which are raised significantly above road level. So a couple of questions:-
1. How is levelling going to help?
2. What are your neighbours going to think?
3. (As has been said) Looks like a road junction what will they think.0 -
Looks to me as though that is beyond your boundary and will indeed be owned / maintained by the Highways dept.You may click thanks if you found my advice useful0

Basically I want to widen the gate access and level a small section of the garden so I can park 2 motorbikes within the boundary of my property. Perhaps levelling was the wrong choice of words, but I would like a ramp so they can be driven/pushed into the garden.
Neighbours are elderly, so if all steps require ramping, they may be on board.
The steps don't protrude into the road much, its a cul-de-sac with not much traffic.
I have emailed my local highways department for clarification.0 -
Which opens up another can of worms re vehicular access from your property at a road junction.0
