Car hire theft excess over £3000

Hello
A group of 6 of us are just back from Italy. We had booked a 6 seater car from Milan Malpensa airport (not sure if I can mention the company) and they upgraded us free of charge to a Mercedes 8 seater. We headed to our hotel but in the morning it was gone. We reported it stolen to the police and headed back to the airport where they gave us replacements (2 cars as they didn't have another 6 seater). We are being charged an excess of 2800.00 euros plus a 'premium location fee' plus replacement car hire charges PLUS VAT, total is almost 4000.00 euros. Luckily, thanks to Money Saving Expert, we have a car hire excess policy so will submit a claim and see how that goes but does anyone know if this is normal? It seems extortionate! Thanks in advance.
