Where Statute says that a refund is due, it doesn't specify exactly how it should be made, although it's likely that the method would have to be "reasonable";
But if it can't be made to the same card number that was charged, that wouldn't give the retailer the right to withhold payment.
The retailer could not insist in a credit note.
Any agreements between retailer and card companies are nothing to do with the customer and are over-ridden by statute anyway.
Those saying "you can't get a refund to another card" don't know the priority of legislation.0
