It would only be an offence if you tried to make a claim against the contents knowing that the item isn't covered, but you said it was something that is, this would be fraud.

If I don't give a dammed about claiming then does it matter if I am honest about the contents?

It isnt, but you are asked to declare it
And I want to know if that is for my benefit (in case it gets lost) or for RM benefit for their own reasons
If its the former then I dont care and would not declare
