where/who to register car to for congestion charge purposes?

I've just won an eBay auction for a car. I live just outside of the London congestion charge, my mother lives inside it. I'm about a 10 minute walk to her so I was thinking of ways that I can legally keep the car inside the congestion charge to get the residents discount?

If she is named as the registered owner, and me the registered keeper, does this mean the car can stay parked at her place hence eligible for congestion charge discount? Does she need to be the registered owner for us to do this?

    Why? If the car belongs to her (registered owner), I presume it can be kept at her address, with me permitted to drive it as a registered keeper? You are aware of the distinction between owner and keeper?

    There is no such thing as a 'registered owner' only an 'owner'.


    But I don't think your plan will work.


    The vehicle needs to be registered with the DVLA in the name of the person resident in the congestion zone (registered keeper), at an address in the zone, and they will also have to provide proof of living there.

    Here's the form to register - with a list of the paperwork your mother will need to provide when she applies for the discount for her car.

    Don't forget to bring the first paragraph of the "disclosures" section to her attention.

    There is such a thing as 'owner' and 'keeper' of a car - are you saying that the c-charge discount only applies to the vehicle owner?

    No, it only applies to the registered keeper. There is no official record of who the owner is. Don't forget to make sure your insurer are properly informed of who the keeper is.

    There is an 'owner', but not a 'registered owner'.


    The congestion charge discount applies to the registered keeper of the vehicle (who may or may not be the owner).
