                    Hi Folks
I'm sure that this has been covered in previous threads but there are so many now regarding this ridiculous activity that I cannot find it.
We received a PCN from Civil Enforcement Ltd back in June 2009 and went with the general opinion which was to ignore them. Nothing else happened until July this year when we received a "Notice of Assignment of Debt" letter from them - continued to ignore....
Now we have received a "FINAL REMINDER BEFORE COURT ACTION" letter from Debt Enforcement & Action Ltd.
As I understand the limitation on the "fine" has expired anyway but would appreciate some confirmation that I'm still justified in ignoring or should I now start down the route of appealing?
Many thanks
D

Have you contacted them in any way in the entire time of the ticket? Do you still have that letter from July? When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

It's six years before it becomes statute barred, so another year to go. You could try to ride this out or tackle it head on if the letter you have is headed something like 'Letter Before Action' or 'Letter Before County Court Claim' in which case take a look for the 'Parking Tickets Board Sticky' by Crabman at the top if the forum index and follow the advice in there from zzzLazyDaisy (a retired solicitor) on how to tackle LBCCCs.
Also do a search on PePiPoo.com for DEAL as they've been dealing (pun not intended!) with a few similar cases.
Was this a Co-op car park? You need to fire off a strong complaint to them - do a search on here for 'coop' (doesn't matter how you spell it, it will bring up zillions of cases). Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.

Don't forget in 2009 there was no 'keeper liability' for private PCNS. So in your email complaints to the Co-op and to the BPA & DVLA about this desperate letter CEL are using which is aimed at registered keepers, make sure you do NOT talk about the parking event or driver!
Your case is like these but not yet statute barred:
