Weird connection issue (2 PCs)

Hi all.

I have been having an issue for a short while now, which i cant resolve myself.
I have 2 PCs, 1 upstairs, 1 downstairs. Both have their own wired switches. They are both a similar distance from the router, in terms of cable length.

The upstairs PC gets a speedtest result of 18ms ping, 70mb DL and 15mb UL.
The downstairs PC gets 15ms ping, 0.8mb DL and 12mb UL.

I have tried several spare cables, and connected wirelessly on the downstairs pc, but cant get it to DL any faster. Im pretty much at the end of my knowhow, so any assistance would be greatly appreciated.

    It shouldnt really need it, i have hardwired the system, and the cable check out fine.

    is the upstairs one running vista, 7 or 8 and the downstairs one running xp perhaps?

    I have a dodgy "i" key, so ignore spelling errors due to "i" issues, ...I blame Apple :D

    ...and reset the ethernet adapter on d/s pc. if still the same, look for updated drivers for it :)

    Both running windows 7, both sets of drivers are up to date.

    Weird one isnt it.

    It's the bit about both having their own wired switches I don't get.

    So the Upper PC connects via a cable to what?
    And the lower connects via another cable to what?

    They both connect to their own switch. They then connect to the router downstairs. They both have switches as there are other devices local to them that need connectivity.

    Swap the switches round ... see what happens?

    Or would it be possible to try the downstairs PC on the upstairs switch?

    i.e. is it the downstairs PC that has the problem or is it the switch??

    Switching the PCs is an option, i will give it a go later.

    +1 swapping the PCs over will point to a problem with the PC itself or something 'upstream' on the cable / switch.

    Once you know where the problem lies you can then dig a little deeper (eg network card on the PC or looking at the switch)
