Are you sure the "claim" is not a scam e-mail? I'm sure we all receive e-mails claiming to be from Companies, HMRC etc with what looks like credible references.

That's an extremely good point. If one of these companies has a security breach and your data gets in the wrong hands, these unscrupulous people might try to get some money from you while looking legit...

Or the company just needs money now and though tourists would be an easy prey :)

Good Point and that is exactly why I posted my question here (after I found out that another Person received the same email some time ago). Unfortunately the original poster seems not to be active anymore here in the Forum.
The fact is that I indeed hired a car with this Company and that indeed I paid a Penalty. the email does not look like scam as it obviously seem to come from the original Domain of the rental Company (and not something funny like <rentalcompanyname>@gmail.com ...

From addresses for emails are laughably easy to spoof, I could send you an email looking like it's from any company I choose it to be from.

So the question is: is an email enough? Or don't they have to send a letter to my address anyhow to make their claim legally binding?

email is not a guaranteed delivery medium, even if they could prove they sent it they can't prove you received it.
