...bit obvious - BT Retail and Plusnet are different companies -so two bills!!!:)
OP -are you already with Plusnet? If so, have you gone thru to their Customer Retentions on 03301239197 ? You MAY get offered a slightly better deal than £19.99 to stay with them albeit you may be tied for 24 months.0 -

BT phone bill is in parents name, broadband bill is in my name, so separate.0 -

BT do still offer Broadband only options that can be billed on a separate account to the phone.
They offer unlimited broadband on a 12 month contract for £16.00 a month with £6.95 delivery for the hub.
You can only get it by calling as it's not available online. Best to speak to BT customer options team on 0800 800 030 option 1.0 -

Just before I signed up with Plusnet, I rung up BT beforehand, and cs chap (foreign if memory serves me rightly), said I had to pay around £140 for broadband (I think he may have gotten confused). That put me off instantly. I called Plusnet, and they only charged me £25.0 -

Initially that looks like the best deal available. But maybe if you are in a "restricted area" its more or unavailable? See below at the reply to me from Plusnet, when I enquired about the £12.49 unlimited broadband:
"The prices are different due to the area you are in, you are in a restricted area for for broadband and as result we have to charge more for these areas."

I'm bound to say that if I understand your situation correctly I don't think it very wise. If you have a different phone and BB providers you will pay substantially more for BB. I do not see why you cannot take out a bundle and repay the difference to the phone bill payer. Set up a DD direct to their account if necessary so you can't forget! Or alternatively what about paying for the line rental (via one of the saver deals up front) The cost will be pretty similar to the annual BB charge.0
