ATM charges in Austria

I always withdraw cash on holiday using a card without a transaction fee. Currently I'm in Austria and all the ATMs seem to charge 3% cash withdrawal fee. I was in Austria last year and there was no charge. Is this happening elsewhere in Europe?

In Germany I've seen written notices next to ATMs detailing charges of that sort for CCs and had the ATM saying I'll be charged by the issuer - but I've never been charged. I think that's just for domestic users.
Or as above it's not DCC is it?
Are they proper bank ATMs you're using? Have you seen the charges on your statement/receipt?0
