Dealing with ANPR Parking Services Ltd

Hi all,
Bit of a strange one here (for me at least). I've received a couple of letters from DR+ (I shall be sending the standard response from the Newbie thread imminently) referring to an unpaid parking charge from back in July.
These are the first papers that have arrived relating to the "alleged incident". No PCN, no NtK etc. There was no windscreen notice either.
According to the DR+ papers (Demand for payment... Notice of intended court action.. Give us all your monies...etc) the contravention was "unauthorised" so I guess some form of trespassing is being claimed against the "driver".
I digress - the point of my post is that I've searched on here and a few other similar forums as well as the general internet and I can't find an address to contact ANPR Parking Services Ltd on, as the alleged PPC (referred to as the creditor on the DR+ papers) from whom I've never received anything.
I have found the company's registered address, which appears to be a rural lock-up in the oxfordshire countryside, so thought it best to check if anyone has anything better before dispatching a letter to a hedge.
Hopefully somebody has dealt with them in the past (successfully).

I would complain to the BPA then (email addy in post #6 of the Newbies thread). Tell them all the above but do not suggest who may or may not have been driving this car (not that there's enough info to go on!).PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I'll do the DVLA too while I'm at it.
In the meantime, I'm guessing I should still send the standard blurb out to DR+ and the company address I have for ANPR0 -
I wouldn't reply to DRP at all, it's pointless. Nor would I wrote to a company address for ANPR PS as that won't be likely to be the appeals addy. The BPA and DVLA should investigate this for you without further ado on your part.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Finally heard back from BPA...
"I have investigated your complaint with the operator and can advise as follows.
The operator has confirmed the attached letters were sent out to you. The PCN was not issued to the vehicle as you were caught by ANPR camera. Therefore the ticket was posted to the registered keepers address. When this was received, you would have had 28 days to appeal to the operator. I note you did not receive this. However, the operator has advised a total of 4 letters have been sent out.
The operator, unfortunately, is unwilling to process an appeal at this late stage. However, they have agreed to reduce the charge back down to £60.00. If you wish to take advantage of this offer, please contact Debt Recovery as soon as possible.
As there has been no breach of our Code of Practice, I must close the investigation."
Should I now start contacting DRP to contest?
I have no intention of paying, especially as the 'full amount due' has varied from £100, to £150, to £180 now!

Nope! Do not contact a debt collector - all they want is your money, and nothing you can say or write will make one iota of difference. You will come off second best if you phone them; they do this kind of stuff every day of the week!
All you can do now is to ignore anything else that comes your way, other than a LBCCC/LBA from the PPC or county court papers from the bulk handling centre at Northampton County Court. These must not be ignored, please come back to us if you get any of these.
No need to post here every time you get a DRP letter - we've seen them all before, and the advice (over the past decade) remains - ignore them. DRP can do nothing more than send letters/make calls to you.
HTHPlease note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

Usual BPA "investigation" the operator said they did so they must of!
So the BPA think that Royal mail lost 4 letters or you or the PPC are telling porkies.
I know which I would put money on!0 -
PPCs lie routinely.
The BPA Ltd is a trade body run for and on behalf of those PPCs. The directors of the BPA Ltd are mostly PPC operators themselves.
It can therefore be reasonable to assume that the BPA Ltd will also lie through their teeth when it suits them, which is most of the time.0 -

Hi. In the interest of not repeating another thread on the same issue i thought i would post here.
I recently received a letter from DRP in pretty much the exact same circumstances as the original post in this thread. The letter from DRP was the first I knew about this parking violation and requested payment of £160. I've contacted the BPA in the absence of any contact details for ANPR Parking Services and they passed my email straight back to DRP who responded as follows:

"As per the BPA’s Code of Practice, Point 22.7, the time to challenge the charge has now expired and therefore access to the Independent Appeals Service (if applicable) is no longer available.
However, in order to resolve this matter, I will offer the following comments as to why this PCN was correctly issued and is still payable" ... it goes on to say that the car park was signed posted etc and quote a bunch of legal Acts....
In regards to the fact I didn't receive any PCN's, they said:
"Please note that a PCN was sent to the vehicle’s registered address for notification purposes on 26th May 2015. If there has been a problem regarding the delivery of this document, this is a matter to raise with your postal service."
This seems totally unfair and I was wondering if anyone has any advice on what I can do next? Has anyone else been in this situation? It seems totally unfair that I should have to prove I never received a letter (especially since its pretty difficult to prove something I never received) especially since my right to appeal the original parking violation had expired by the time I knew it existed when I got the letter from DRP.
