This is the case at some airports but not all.

It's the case at ALL airports now - Ryanair have made it part of their
package, so applies to all Ryanair flights.

    One carry-on case
    One handbag/small bag
    One Duty Free bag.

See Ryanair web pages for clarification.
    Normal people worry me.

Is that a Duty Free bag just to duty free destinations?

I would imagine it just means a carrier bag from Boots/WHSmith or the Duty Free. Can't see them checking if the bag actually SAYS Duty Free ... but we are talking Ryanair :D

The reason Ryanair now allow a 2nd small piece of hand luggage is because they now only 90 large items of hand luggage in the cabin, everything over 90 goes in the hold free of charge. Make sure you pack your hand luggage accordingly.

Though that's not necessarily rigorously enforced.

Do Ryanair even fly to any duty free destinations?

I have just checked my boarding pass and the Ryanair website and can find no mention of the 3 bag (duty free).

Sorry, I was wrong when I said you could take a handbag AND a carrier bag. However, if travelling as a couple it would be OK for the lady to carry a handbag and the gentleman the carrier bag.
