I suspect the phone is set to update apps/software, etc, regardless of whether it's using Wi-Fi or data. The current data usage of my wifes S4 is only at 3MB and we are already 3 weeks in to the contract month.

Go through the phone properly and make sure it is set to do app/software updates only when connected to Wi-Fi, that should fix it.

Thanks everyone for all the suggestions.

I spoke to someone in EE yesterday and she can have a data allowance for a relatively small amount - why she had the phone beats me apart from one of her friends had it and she liked the look of it (yes I know that makes her sound like a teenager!) as she doesn't really need the internet (oh apart from 'wouldn't it be nice to have the ability when you're out to look up things!')

I've also managed to track down a manual for her so will print that out for her so she can read up on the features as well as the do's and don't's
