Most companies wont accept a bonus accelerator as they ask for years no claims bonus not a fictitious figure supplied which they themselves will only honor.
Admiral did this years ago and no one would accept it outside of admiral if the underwriter was made aware of the fact.
If you are disabled you can start learning at 16, though still only take your test at 17. It is therefore legitimately possible for a 18 year old to have 2 years NCD even without the use of accelerator scheme.
When Admiral started it others rejected them but that very quickly changed and others did accept them - I know from personal experience as well as professional.
To digress, having introduced other similar type products its always been a question in the business case of how successful the lock in will be and if/ when competitors will diminish that benefit line by starting to accept it (and of cause working with Marketing/ Compliance to word the renewal letters etc to try and prevent it)0
