economy 7 not working-questions to ask electrician

I own a property which I let out through an agent. I'm visiting the property for some maintainance between tenancies.
Problem- I note that none of the items on the off peak circuit are running, despite being switched on. Not even the pilot light comes on. (Arrived at property at 1am, its now 2.45am.)
So, no heating of water tank, or either of the storage heaters.
Ive checked the fuse box-fuses all conplete, and switch is on. Can't get to meter-no key, but will remedy tomorrow.
My tenant conplained heating wasnt working last winter, was told by electrician that I needed new storage heaters, which I was reluctant to do as only replaced them 3years ago...
Think problem was solved by electrician who fitted them, but not really sure as an absentee landlord I rely on agent/tenant to update me which they dont always do...
So, going to get an electrician in
1/ is there a specialist type of electrician I should approach
2/ what would/should I expect to see them check
3/what may the problem be?

Sounds a bit silly but have you checked the time clock ??
Could be out by a couple of hours or maybe not working ??

It will be somewhere near the meter.
It should show the correct time of day !!
If your tariff gives you cheap electric from 1 am to 7 am any items switched ON & ON that circuit should come on.
If the timeclock is a couple of hours wrong they will come on later or earlier.
