Did you actually open the statements? My first question would be why am I getting statements on an account I'd closed.

That doesn't make sense as the statements would show both, a negative balance (i.e. arrears) and the corresponding transactions. What did you do with the statements you received? Did you not investigate why you got statements for a closed account, and where the negative amounts came from?

I didnt receive statements after I requested the account to be closed,the statement I received for may have no indication of any charges or negative balance

If there was no evidence that the transaction was fraudelent. Then there was no reason for the bank to decline it.
