If you had a TOR presumably you were stopped at the time and in effect should of recieved a verbal warning that they were considering prosecution, in which case they have 6 months to lay the information with the court.0

Correct. They have to serve a Notice of Intended Prosecution within14 days (for certain offences).
In your case they already have: the officer will have told you that you will be reported, and there is no requirement for a written confirmation.0 -
Usually you would be contacted within the 14 days. If they haven't contacted you within 14 days and you were not given a verbal notice of intended prosecution (NIP) at the time, then the prosecution would fail. There is a box in your copy TOR which should be ticked if you have received a verbal NIP.Make everything as simple as possible, but not simpler.0

The police officer said it would/intended be dealt with as Fixed Penalty.
This is first time I have seen Traffic Offence Report which seems to have been introduced in recent years.
When I checked up on TOR, it seemed to suggest they can decide later back at central office how to deal with it, rather than it being up to the police officer.0 -

"You have been given this notice because the issuing officer believes there is sufficient evidence to prosecute you for the offence."
"If you fail to comply with the fixed penalty, a postal charge will be issued for the original offence which will result in a hearing at the magistrates court.
If you do not receive information within 3 weeks of today, please contact:"0 -
