Do all Providers offer same BB Speed?

When I first got Sky BB installed I was promised between 11mpbs to 18mpbs and ended up with 2mpbs. I have been through all of the tests and spoken to them many times and got a discount and kept it on for the year. At the time a Sky Engineer advised that it was this speed because of the distance to the exchange and advised that I will get hte same speed no matter who my provider is.
Is this true? Short of getting (and paying for) fibre will I only ever be able to get 2mpbs no matter who my provider is, i.e. there is no point in me moving to another provider at the end of contract.

I am afraid so because the major limiting factor is the quality of the line from the exchange to your home. it will give a pretty decent estimation of speed you should be able to get
although as stated above line quality will impact, but to me the difference between your original estimate and your actual speed seems strange, and i would expect if your line quality was to blame the engineer who came out would have been saying about the line and not the distance
could you check you line statistics and post them here, as i am also wondering if you have been placed on the 'old' capped speed broadband sky used to do free - which was 2mb and 2gb limit - which they have renamed broadband lite and has changed to upto 17mb and 2gb limitDrop a brand challenge
