Formal Notice - CPM @ Farnborough Business Park

Hi, this is my first post here.

The driver of the vehicle attended a job interview in the Regus Offices at 'The Hub' on Farnborough Business Park on the 7th July. On arrival at the site the driver was directed to park in a Visitor Parking bay in front of the building, checking the signage they then made their way to the Regus offices and signed in. After the interview, approximately an hour later, they signed out and made their way to the car only to find a notice attached to the windscreen. Photographs of both the parking bay and the signage were taken and the notice presented to the reception desk of 'The Hub' for cancellation.

Subsequently, a 'FORMAL DEMAND' dated 9th August has been received through the post from UK Car Park Management, however, this was not received until last week (exact date unknown as away for a few days that week).

Having read the 'newbies' thread and the blog post on the main site, I have drafted the following as a reply, due to the 'ticket' being blatantly incorrectly issued.

UK Car Park Management

Dear Sir or Madam,

Ticket number: 923000
Vehicle registration number: XX00XXX


You issued me with a parking ticket on 07/07/2014 but I believe it was illegally issued and I decline your invitation to name the driver, which is not required of me as the keeper of the vehicle. I will not be paying your demand for payment for the following reason.

The alleged contravention did not occur

Quite simply, the parking attendant got it wrong and the vehicle was not parked inappropriately at the time the ticket was issued. This is due to the fact that it was parked in a clearly marked Visitor Parking bay for a period of considerably less than the four hours allowed as indicated on the adjacent signage . Please see attached evidence, a photograph of the empty bay in which the car was parked showing the 'Visitor' marking and a photograph of the adjacent signage (not the signage on the other side of the roadway as included by your operative), as proof of my claim. Therefore the vehicle was not parked in contravention of any applicable signage for the bay in which it was parked, Furthermore, on arriving at the site the driver was directed to park in the area where the car was photographed by one of your operatives, less than an hour before the notice was incorrectly attached to the car!


If you choose to pursue me please be aware that I will not enter into any correspondence and this will be the only letter you will receive from me until you answer the specific points raised in my letter.

As indicated in my letter, their operative included a photo of their sign on the other side of the roadway (found online) and also one of his notepad with a list of registration numbers, not including the one of the car in question!

I would be grateful if the more experienced members could take the time to review my post and advise if I have made any howlers before posting my letter. I think I have them bang to rights, I will also revisit the site and present them with a copy of the 'FORMAL NOTICE' requesting that they actually do have it cancelled this time, as the car was clearly parked in one of the visitor bays.

  • Have you got back to the people at the business park to demand to know what this is all about? It's hardly a good advertisement for the company that the driver was interviewing for, and gives a very poor impression of the company (regardless of whether they directly contracted UKPC or not).


    If I park in an office car park when I am on business (i.e. quite a lot) and pick up a charge from a PPC, I will be on top of the company I attended like there was no tomorrow, and demanding THEY sort it out.

    I see that you have not asked for a Popla code, well done.

    Most people on here think that a win at Popla solves everything, it does not. An adverse Popla decision is merely at irritation for a PPC, engaging them in a dispute which may involve newspapers, tenants in business parks, Trading Standards, landowners, Social Media, Trade Unions, etc., does them far more damage. If theyn were daft enough to take you to court, I very much doubt if a judge would find against you.
    You never know how far you can go until you go too far.
  • Part of me just wants to go back and get the thing cancelled, like it was supposed to have been in the first place, but another part want to be as much as a thorn in their side as possible!

    There are issues even with the wrong sign! No BPA logo for a start!

    The company holding the interview were just renting temporary Regus office space to conduct interviews.

    Of h are going to do that the you might as well whack in a full appeal.

    However if you are going for a single point appeal to the PPC with a view to going on to POPLA if it doesn't work, then leave it as it is and tear the signage apart in the POPLA appeal.
