A vast majority of people will be unable to understand that.
Calling them Fines/Penalties although incorrect is much more emotive that referring to them as speculative invoices, calling them unlawful penalities and/or illegitimate ( or illegal) fines is closer to the truth, and its also better understoodFrom the Plain Language Commission:

Just caught up after putting the debate on 'live pause' while having our evening meal.
A bit of a curate's egg of a debate, but overall I'm reasonably satisfied with the way it went, especially as most of my concerns outlined in post #4 were covered, albeit without any of them being delivered a significantly damaging blow.

I doubt that PE will give a stuff - the gravy train continues to roll. The only people who might be sweating at all (and they have other reasons for a degree of insomnia) are Crapita. But then their "mates" in government continue to smooth the path for them, probably unwittingly, by allowing government spouters to use sloppy language and perpetuating the BPA myth. If such people repeatedly use the "f" and the "p" words in completely the wrong context what hope is there for the great majority of the public?

I liked this riposte to the BPA slavering on this.No one is suggesting that there is anything wrong with paying to park - the more so at a hospital. But being issued with a parking charge notice (which is neither a fine nor a penalty but simply an invitation to settle a purported civil debt) for £100 for overstaying because your husband was dying is hardly conscionable unless you are a private parking company with absolutely no investment to recover from the hospital car park (QE, Burton-on-Trent).Please note, we are not a legal advice forum. So with parking eye causing chaos in burton and other hospitals that is your answer, since when do companies like this contribute anything at all to anywhere they operate?
The problem for you bpa is that you are the trade association to a cowboy industry intent of ripping people off, nobody believes you or Patrick Troye after the lies you said when pofa 2012 was being proposed, how many court cases were the industry supposed to be going to court?
