Unfortunately I've already posted it. I suppose I could always post it again so they get two. I've still plenty of time.
But surely not issuing POPLA codes is a breach in itself. If they don't read the appeal properly then that's not an excuse to not issue two codes when I've explicitly mentioned both references, asked for a code for each (and even highlighted that bit) and even included copies of each NTK.
I will get another appeal off ASAP to cover my backside then.
By the way this is in England and the company concerned is Parking Control Solutions.0 -

We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

No, no... it was sent before I read the replies. I DO appreciate the advice. I am now amending the "dual" letter and sending one for each NTK. So I am following the advice.
All I was pointing out was that they should not be able to ignore POPLA requests just because it's 2x NTKs when it's explicitly stated as such.
But to be safe I am now sending separate appeals.0 -

Come and smell the coffee! Any excuse not to send a POPLA code will be taken by the majority of PPCs. What you believe is 'right and proper' does not feature in PPC psyche.

Just an update to say that today I received a letter from Parking Control Solutions with both reference numbers listed... and stating PCN cancelled. :beer:
They go on to say it's a goodwill gesture and won't be repeated on further occasions. They knew they were bang to rights on the postage dates so it would cost them at POPLA anyway. I'll be keeping all the correspondence just in case.
Thanks for all the help guys and I've bookmarked this site. Excellent advice throughout! Although I don't intend to be collecting more of these invoices in future.

As a final note - for the benefit of those who might actually use the search facility and come across this thread in the future - regarding the thread title - Best proof of postage.
As discussed at length the easiest (and cheapest - its free) is to hand any letter over at a post office counter and ask for a Certificate of Postage. That will detail the destination of the letter and bear a stamp to prove that it had been posted.
Whilst this does not include a proof of delivery there is a general presumption at law (s.7 Interpretation Act 1978) and a specific provision included in the Protection of Freedoms Act 2012 that mail is deemed to have been delivered two business days after it was sent - unless the contrary is proved.My very sincere apologies for those hoping to request off-board assistance but I am now so inundated with requests that in order to do justice to those "already in the system" I am no longer accepting PM's and am unlikely to do so for the foreseeable future (August 2016).
