Parking Eye Charge Notice

My wife took the kids to the Cinema in Leisure World, Southampton. She has done this many times before, but won't be again after receiving a parking charge notice from ParkingEye. It is for £60 if is paid immediately or £100 as it stands now. I read the forums after the initial scare of receiving a parking charge with photographs. The time in the car park was 2 hours and 2 minutes.
I sent off the template reply to ParkingEye on 19th of August but that seems to have been totally ignored by ParkingEye as they have sent me a parking charge reminder today. Should I ignore this and wait for them to send me a code for a Popla appeal? Your comments would be really helpful, thanks.

So much wrong with this, but then, it is the Scammers-in-Chief, Parking Eye we are talking about. They are cheating again and yet again breaching the BPA Code of Practice and hence their KADOE contract with the DVLA.
PE are also, like any PPCs, in the habit of deliberately losing post, and will probably claim they never received your appeal. They will be lying as usual.
You should contact them, reminding them that
(a) you appealed on date X, and end them a copy of the appeal
(b) [assuming the time limit was 2 hours] they are obliged to allow a grace period, and 2 minutes is clearly within any sensible grace period, and that such a breach will be subject of a complaint to the BPA and DVLA.
And DO make those complaints. I don't know how many times we urge people to complain, yet they normally fail to do so for whatever reason. The result is that the likes of PE can continue to lie, cheat and bully with no sanction whatsoever. One complaint may not change the world, but if everyone complained, some action will eventually be taken.
And one other thing. Complain bitterly to the landowner - whoever owns the complex. Have they really set such a ridiculously low time limit in a Cinema complex, where many films are longer than 2 hours? What are they playing at?0 -
It ahppened to me,recently, i read everything on internet how to beat them, it came within 6 weeks of court date, county court as its breach of contract they are trying to get you for, it took 15 months since the ticket was issued.landord of carpark useless.
anyway i used the court mediator , you get 1 hr on fone at home, they fone you,, you make parking eye an offer, they wanted 150 plus court cost, £40 if they won, i offered £30 and they accepted it via mediator, im sure i would have won in court, but took parking eye for a 15 month ride and they setteled for £30 lol.Christians Against Poverty solved my debt problem, when all other debt charities failed. Give them a call !! ( You don't have to be a Christian ! )

Apparently they allow 4 hours to park but you have to put your car reg. in some machine somewhere which was not done. It was on the local news that it is happening to lots of people at Southampton leisure world.0 -
Remember this is part of the at Town Quays area and so is land not relevant for keeper liabilty.

I am in the process of challenging a Parking Eye NTK issued in respect of Southampton Leisureworld. Although, I was very hopeful that the Leisureworld site did lie within the Harbour boundaries, I have come across some information which seems to suggest otherwise. This comes in the form of detailed maps that were included in The Port Security (Port of Southampton) Designation Order 2013

Although the Town Quay car park is very definitely on ABP land, I think we need to be cautious about Leisureworld.
