SIP Penalty Charge Notice

I parked my company car in a private pay and display car park today (27/8/2014) in Oldham Street, Manchester, England (I live in Wales) managed by SIP Car Parks Limited. As the pay and display machine was out of order at the time, i downloaded their app and paid £5 for 8hrs parking using company credit card. The job i was working on ran over time and i completely forgot to extend the "ticket". When I returned to the car there was a PCN ("EXCEEDED TIME") on the windscreen from SIP Parking Limited. It is for £100 with a reduction to £35 if paid within 24hrs, £60 within 14 days and £75 within 21 days. I couldn't see any indications on the signage (photographed) that penalties would be levied for overstaying. I have read the newbie sticky and some of the most recent posts on this forum however I still have some questions please.
1. As I did exceed the time i had paid for, is it worth appealing or should I just pay up? Especially as an unsuccessful appeal would cost me nearly double what I would pay within 24 hours.
2. Am I correct in saying that as it is a company car, if i appeal i should do it straightaway?
3. As i bought a ticket using my company credit card via their app have i entered into a contract and/or inadvertently provided them with the driver details?

Some salient points:
According to the signage the car park is managed by SIP Car Parks Limited (member of the BPA) but enforcement is by SIP Parking Limited.
I live in Wales and the car park is in England
It is a company car but I am the registered keeper

Thanks for any help with this.

    Hi Redx

Thanks for the reply. As stated in my OP I have read the newbie sticky (several times) however it does not seem to answer the following questions.
    1. As I bought a (virtual) ticket haven't I entered into a contract with the PPC making that point of appeal invalid?
    2. As I overstayed the time purchased can I really claim the charge is unfair? All of the forum posts and the sticky seem to address scenarios where the PPC is at fault in some way or the driver has stayed too long in a shop's own car park. Neither of which apply to me. Mea culpa! My only defence could be that the charge is excessive and the signs didnt warn me but I don't see that as a strong case.
    3. As I paid via credit card have I inadvertently provided the driver details making any attempts to avoid providing driver details pointless?

I am sorry if these points are addressed in the newbie sticky but i really can't see that they are.
    Regards
    Darwood

I believe you are over-thinking this

its a private parking company who may or may not have a landowner contract (you have not seen this)

the terms on parking may break the unfair terms and contracts law

the punishment does not fit the crime

its not for you to determine these legal issues, its up to popla or a court of law to do so

if the NTK has arrived to the RK, and if they match up those details, you may have lost RK points but still appeal as driver

what you see as a strong case isnt relevant, only if it went to court

if they are supposed to be charging you for a genuine pre estimate of loss, lets assume that is £2 and £10 to chase it up , thats £12 according to the OFT, so if they allege you owe £12 then pay up , if that is true, and if their signs are in accordance with the BPA CoP, and if they have a landowner contract to allow pursuit of charges on behalf of the landowner

if we assume that tens of thousands of cases that go to popla are upheld , then why is yours any different ? why not let popla decide ? do you have better legal training than a popla assessor ?

are these successes not true then ? lol https://forums.moneysavingexpert.com/discussion/4488337

did you read the part in the newbies thread that tells you that "what happened on the day" is irrelevant ? or that you always have a case ?
This isn't a real parking ticket. Don't be scared. The details do not matter! You always have a case to challenge a private parking ticket, whatever the circumstances even if they have photos.
OUR APPEALS HAVE 100% RECORD FOR THE BPA'S 'POPLA' (SIMILAR APPEALS WORK AT THE IPC'S 'IAS').
if the prices put you off , why not pay parkingticketappeals.org £16 to do it for you ?

that is less than half of the £35 minimum charge

ps:- as its a company car, you obviously didnt read the last paragraph of post #1 of the newbies thread, as RK liability doesnt apply and you need to appeal as the keeper anyway

    dear darwood

currently in dispute with this reputable company!!!!!
I would do as redx states, I wish we had found this forum earlier and followed the advice on the newbie threads

were all the signs in yellow by any chance?, yet SIP parking limited have a completely different logo, and no website, and these are the company who enforce pcn's ( not sure who your contract is with really, even if you had one in the first place), but there are more learned people on this site than me who will be able to offer advice on this matter

one question do you think they have lost £100 by you overstaying, no, I didn't think so either. apparently the signage is an important issue to appeal on, so important that you got photographs.

hopefully you will get more responses that will clarify what you have to do and respond with. I am new to this website so would not consider stating that you do one thing or the other

sorry 4cr, I was assuming his statement was correct, obviously not

so for popla read IAS , for BPA read IPC

They say on their signs they are bpa members still, funny that
SIP Parking Limited have joined the IPC and are now responsible for all enforcement action upon all SIP Car Parks pay and display operations.

They are all owned by the same person, so whoever the contract is with they will ultimately go down to one man

God their website is beyond awful, who designs disasters like this?

We decided a new website was needed to replace our existing site, we were looking for something cleaner and easier to read, this is what we came up with and hope you like it.

And oh dear, the IPC has this on their site

Sip Parking Ltd (Trading as: ANPReye, Morgan Knightley & Co, SIP Car Parks, Simple Intelligent Parking, Stops Illegal Parking)
