I have a EE PAYG SIM with very little credit left on it. I want to get my pac code, however it seems that going via 150 from the mobile and selecting the 'I want to leave EE' option is going to cost me 25 pence. How can I get my pac code without EE charging me for the pleasure ?

Just ring from another phone, the alternative numbers are on their website.

It's 07953 966 250 for EE (different numbers if by EE you mean T-Mobile or Orange).

If you've got less than 25p credit, you'll still get through to customer services. You can't take what credit you've got with you when you transfer the number anyway. And it's got to be worth 25p to escape from EE. ;)
