Dvla refunds!

Hi, I recently applied on-line with the DVLA for a provisional licence for my son. I used my debit card to pay. Unfortunately my son is no longer with our famiy and we have no contact with him. The forms which arrived from DVLA were never completed/posted. I had a reminder by e-mail from DVLA..quote

"Your completed application with the required identification documents must be returned to DVLA by 06-08-2014. If we do not receive your application form by this date, the transaction will be automatically cancelled and deleted and any payment will be refunded. Please note that in this circumstance no driving licence will be issued and no updates to your driver record will be made."

That was 25th July. I have today phoned DVLA to ask when I can expect a refund, only to be told;
1) They wont discuss application with me as its in my son's name (fair enough)
2) Any refund will be made to him via a cheque!!

So i'm looking for a bit of clarity here if anyone can help.:(

    Not sure what you want to know, you've been told the cheque is going to be sent to him as it was his application. However, wont it get send to him at your address?? so he wont ever receive it unless he is getting his post redirected.

    Looks like they were pretty clear in the advice they gave.


    Presumably a cheque will turn up made payable to him which he will have to pay in to his account then reimburse you.

    My query is if you make a purchase with your debit/credit card, then surely a refund should be made to that card, not to someone else.

    You need to put this argument to DVLA.


    Make a formal complaint using their complaints procedure then if you are unhappy with the reply you can eventually escalate to the ombudsman (via your MP) for their adjudication

    The application was in your son's name. The refund is going to the applicant.

    So if you book & pay for a holiday for your mother/daughter/brother etc & a refund is due, the refund goes to them?!?

    It depends HOW the other party makes the refund. If doing so by cheque then it would go to the applicant/the person named on the contract.

    That said, I thought anti-money-laundering legislation determined that refunds should always be made by the same method as payment?

    Whis is my point. Having worked in retail for many years, if a client asks for a refund, it had to be done TO the person who made the payment and by the same method i.e card. If you by an item from say Next then decide to ask for a refund, they HAVE to refund it back onto the card that you paid on.

    I think you may be confusing company internal practices intended to reduce losses from shoplifting and fraudulent returns with legislation.
