Life/Morgage Insurance

My brother past away from Bowel cancer 2 months ago and both his life insurance and mortgage insurance have refused to pay refer. medical notes. He renewed his policy on the 17th Jan and had attended the doctors on the 15th Jan with constipation. Doctors referred him for blood tests the following week which came back clear. He wasnt diagnosed with cancer until mid Feb. Can they do this??
