Can i just clarify something here OP?
You have paid, seller has messaged you to say sorry not sending but still have not issued a refund?
If thats so, then that really is unacceptable behaviour, sadly all you can do is report as a Non performing seller and leave a well deserved neg, something along the lines of seller did not honor sale.

How apologetic / polite were they initially? If it was a genuine mistake I'd just let it go. If the first contact was as rude as the later messages however it's probably worth warning other buyers via appropriate feedback.

Their initial message was more polite:

"Sorry I can't sell these shoes anymore. The person who i'm selling them for wanted a minimum requirement of £30 as they paid a lot for them in the first place. As I was unable to close the auction, I had to wait until it was over which is why I am telling you this rather late. Hope you understand and i'm sorry for the inconvenience this may have caused you".

I may just be getting cynical in my old age, but I think they began to realise after bidding started they weren't going to get the amount they were hoping for and were kicking themselves for not putting a reserve in - that's unfortunate, but not my problem. There was nothing in the item description and no messages were sent to me when the auction was ongoing to warn me of the outcome.

I responded with a simple "I appreciate the shoes are expensive, but if the person selling them wanted a minimum price for them, then a reserve should have been placed on the items" and declined the cancellation.

No, no mention of refund has been made - just the insinuation of "your fault for not cancelling when you had the chance - I am not sending the item".

For the record these shoes are expensive new, but they don't hold their value well (for whatever reason). I've picked up a pair for 99p before on Ebay - they would have been around £70 new. Seller still honoured the sale.

Just wanted to add - thank you everyone for the advice. I appreciate it. I'll try and find a way to contact Ebay and raise a "non performing seller" complaint.

This is how you do it.........

As you have paid for the item, there should be a delivery date on the sales record. Once this has passed, look for the item in your purchase history. There will be an option against it to "report a problem". Select this and follow the steps to open an "item not received case".

The seller will then either refund you of their own accord, or they will ignore it. If the latter, after a specified time period (5 days?), you can "escalate" your claim. Ebay will then look at it and decide what action to take. If you have not received the goods and the seller hasn't submitted proof of delivery, they will refund you and the seller will receive a "strike".

Once all this has been finalised, then you can leave accurate (negative) feedback against the sale / seller.
