VCS Parking Charge

Afternoon, forgive me as new to this. I've received a Parking Notice from the above Company who do seem to be part of the BPA. I was 18 mins over the 2 hours (which I never noticed the sign stating 2 hrs) and fine is for £60 a bit steep for 18 mins. Should I appeal? Never done anything like this before.

Did it come through the post or was it a windscreen one.
Don't worry at this stage about POFA compliance at this stage.
If windscreen wait for NTK. I've read info on the main Martin Lewis Page then all the info that's set out on the first sticky on this thread that states about checking the paragraph 8/9. My parking charge notice from vehicle control services, who are part of the BPA says I've to pay £60 for going over the 2 hours by 18 mins. They have photos of me arriving and leaving with times. If you think I can appeal which template do I use? It's so confusing and I've re read it again this morning. Sorry if you think I'm thick but pulling my hair out now.

I think you are trying to be too thorough. And because you are being diligent, you are confusing yourself.
Don't worry about checking your PCN against POFA 12 etc if you struggle to understand that.
Your NTK is from an ANPR camera set up. So forget the extra reading you are trying to get through and simply send of the appeal in post 1. Don't worry about the rest for now.
Then whilst waiting for the rejection that will come in 3-4 weeks, take time and read post 3 of newbies thread and get to grips with the sort of things that need be in your second POPLA appeal.

I'm i best posting my appeal or sending it via e-mail? What are the likes of them accepting my appeal or do all have to go to POPLA? With a newborn baby the thought of a long process and bailiffs turning up is giving me nightmares. Should i just pay the £60?

check the pcn and see what it tells you about appealing , as its rarely by email in my experience
usually its on the company website , or you print the appeal and send it with free certificate of posting at the post office
if they reject your appeal, you will get a popla code , where you then appeal to popla , this is also done on the popla website, or by printing and free certificate of posting at the post office
no bailiff can come to your house unless you ended up in court, lost , then failed to pay within 28 days, a CCJ would be issued and only at that point can enforcement by bailiffs occur
so you are worrying with no actual reason to be worried at this stage
win at popla , pay nothing , end of story , but you cannot do that until you have appealed to VCS and had it cancelled or received a popla code - nobody here can tell you what the chances are of a cancellation - only VCS can do that after you have appealed it
you should also be complaining to the landowner for cancellation too - that would be end of story (so why havent you already done it ?)

You are reacting exactly to type, just as the PPCs want you to. Do not panic, you can beat this if you follow forum advice.
