    Have any of the successful appellants contacted the IPC subsequently asking for the reason for the decision? It might be worth asking? Surely if you have had to justify why you are not liable for the charge, it is incumbent on an "independent" IAS to inform you of the reasoning for the decision?

    I also think that as the IAS used to show the reasons for the decision as recently as May 2014, if they are now NOT showing the reasons then this warrants a complaint to the DVLA from anyone who has received a favourable outcome but no summary like POPLA do. The DVLA must have approved the IAS at the time when they used to enclose the 'decision' so they can't change things and leave appellants in the dark, without consultation with the DVLA, IMHO.
