There is no solution if you don't want to download the commercial emails within TB. Only solutions to move them to different folders etc, but, they still need to be downloaded to do that.
You should always have more than one email address. One for private/family correspondents and at least one for the retailers etc who just want to spam you. So that should be your long term goal.
Meanwhile, click on the unsubscribe link at the bottom of the emails you no longer want, to cut them down.

'Assuming' that you want specific e-mails to be downloaded to your inbox and others blocked why not set up a whitelist in Thunderbird.
Everything on your whitelist goes straight to your 'Inbox' and everything not on the whitelist can be diverted to 'Junk' for immediate deletion or reading later, or sent to any other folder you care to nominate.
I think you have indeed misunderstood, my reading is that the OP wants specified emails not to be downloaded, but everything else should be. I'm not sure that you can do a whitelist that says "everything except these few addresses".0 -

I was just trying to eliminate the need to d/l them at all because of
a) slow rural broadband
b) clogging up *my* PC with her rubbish
If I could just leave them on the server for her to ignore at her leisure then I can't be accused of deleting her messages!!

I'm still messing with this when I suddenly realised that, despite having the 'message rules' thing set up ... it doesn't actually work
Am I missing a trick?
Apply Filter When - both boxes ticked and 'before junk classification' selected
'Match any of the following' is selected
Under 'perform these actions' - 'delete message' is selected
