UKPC parking fine - should I pay?

Yesterday i received a parking 'fine' from UKPC. I parked the car at a restaurant carpark controlled by UKPC, it is free to park there as long as you were going to the restaurant (which we were).
When I parked the car initially it was properly in its bay and within the white lines. However i may have left the handbrake down or the handbrake didn't fully secure the car. Unknowingly I walked away.
After coming out the restaurant, I came to find that this parking notice had been issued on my car, someone kindly left a message as to what happened. Apprently the car ended up in rolling and was in the middle of the road of the carpark. They kindly pushed the car back into the bay and secured the car with the handbrake fully applied (the window was open so they got into the car to secure it - another stupid mistake).
I went to question as to the reason why i got the notice to see if they had CCTV footage. Yes the handbrake may have been down but after testing how long it would take to roll down without it being up, the car immediately started to roll - if this was the case then i would have spotted it.
There could be a possibility that some kids were messing about and may have pushed it. But all this cannot be confirmed until i see the CCTV later on this evening.
Despite all these events is it worth paying for the fine even though I may be at cause?

1. It is not a fine.
2. What happened is largely irrelevant.
3. Wait for a Notice to Keeper to arrive by post.
4. In the meantime, read the sticky at the top of this board which will explain why you do not need to pay (but do not ignore).

Thanks Aaron for the quick reply. I am reading through the sticky now. But i have few quick questions:
Does it matter if they have any evidence of the car rolling i.e. CCTV or who the actual 'driver' was at the time?
If so would I be digging a bigger hole if i went to request to see the CCTV footage (even though the driver and keeper are the same person)
Reading the soft-appeal letter to the PCN, I am not too sure if i can qualify for any of the 3 (a,b or c) appeal reasons. Would it still be applicable to send the template using the 3 reasons? :S0 -

all the reasons in the template letter are applicable
what happened on the day doesnt matter
you were in the restaurant and its free parking - end of story ,accidents may happen but there was no loss to the landowner
ask the landowner to cancel this ticket
wait for the NTK and then use the template letter to challenge it
no its not a fine, its an invoice
and yes all those legal appeal points apply in each and every case for a private parking ticket , did I mention that ? lol
you are obviously concerned about "what happened"
we are concerned that they dont have the right to even give you this ticket, so focus on what we are saying and not "what happened"
by all means try and get it cancelled if you can, by the landowner , but dont let that distract you from dealing with this properly if the landowner doesnt cancel the ticket0 -
Just an update and not too sure what to do next?.
So I sent the first appeals letter after receiving the NTK on the 20th September and have not heard anything back from the appeal department. Since then I have received a final reminder letter on the 29th September.
I am assuming that this letter is out of standard protocol and they haven't actually processed my appeals letter, however I am not too sure what to do now, do I ignore the final reminder and wait for the appeals reply to come back or send another letter stating that i wont listen to any final reminder notices until they reply to my original appeal letter?0 -
they have 35 days to reply to an appeal, so 14 days doesnt seem enough, does it ?
you can send them a reminder of your appeal if you wish, hopefully your first one went with proof of posting at the PO ? (free certificate of posting)
either way your focus should have been getting the landowner to cancel the charge once your NTK appeal was sent in , yet you have not mentioned this at all despite me telling you to do this in my previous reply
do not just cherry pick the answers you are given, follow all advice in a timely manner0 -

Maybe you missed the question - did you get a free certificate of posting for the appeal letter you sent to UKPC?0

not true and hardly relevant , although it proves the NTK is deficient
I never asked who polices the parking, that was obviously UKPC, on behalf of the landowner or managing agent
yes there is a landowner, there always is, the hard part is finding out who they are
hence try google, other threads and the search box , or the land registry , or even ask the retaliers who they pay rent to (usually a management company)
if you dont go digging, you wont find gold
and as bod said, you didnt answer that other question either , so try to deal with all aspects of replies and try positive thinking instead of negativity such as "its too much trouble to find out who the landowner or managing agent is"
you asked for guidance and were given it, only you can act upon it (or not, but then that becomes your problem, not ours)0
