    Because they're not available online now unlike holders of photocard licences. If I change address my licence is updated to a photocard. No need for tippex.
    The DVLA computer still has a record of your points, regardless of what type of licence you have.

    They didn't get an exemption as such, it's just that driving licence endorsements were excluded from the reforms so most motoring offences keep their old rehabilitation periods, whether for insurance purposes or for any other purposes.

    Which does mean that a speeding ticket now has a longer rehabilitation period than an 11 month prison sentence for (insert serious crime of your choice) but hey, I didn't make the rules.

    No, I mean online. Pre photocard driver details may have been on a database but they weren't accessable to drivers or insurers. They are now being made available online.

    I tried this a few months ago but as I had a paper licence there was no access. Presumably the new version updates how the records are stored or accessed.

    I suspect the only difference is whether they have your NI number tied to your licence number.

    If there is such a link it would be created when you registered for online access. I can't think of a better reason not to register.
