Harassment from neighbour

Elsien, he's swearing a lot and "dirty, disgusting girl", "vile disgusting dog", "here she comes again, dirty cow" (also uses word for female dog). These are just a few examples.
They have a dog themselves, which is off the lead and annoying other dogs in the neighbourhood. It came into my garden last week as nobody was watching it. One other neighbour lets her dog defecate and not picking up the mess, but I'm the one getting hassled.
If I'd done anything to deserve this sort of behaviour, I wouldn't mind, but if keep myself to myself, never have parties, I don't cause any hassle, so it's all very baffling.0 -

Or are you somehow antagonising your neighbours. You mention something about complaining about a caravan.0 -

The very nasty neighbour was an alcoholic council tenant who was abusive to everyone and got moved along.
I suspect it was the neighbour who is now harassing me who keyed my car, but I have no proof.
The housing market here is fairly stagnant at the moment and I would lose money by selling. Everyone else around here are quite nice, so I don't want to be bullied into moving because of one git.0 -

I'm honestly not antagonising anyone. He parked a clapped out caravan around here, ending up taking up 5 parking spaces when parking is at a premium. I asked him politely if he could move the caravan to a more suitable area - there's a small car park nearby. All I got in return was abuse. Between himself and his OH they have 4 cars and a caravan. He doesn't do anything with the caravan, it just sits there for weeks on end and then it disappears for a few days before it's back again. Other neighbours are fed up with it as well, but won't speak up.0 -
Any witnesses from the other nicer neighbours who could/would back you up to the PCSO? Or could you just bypass the PCSO and go directly to the police, telling them that the PCSO isn't getting back to you and you're worried things may escalate?
You say "they have a dog" - anyone else in the household you might be able to have a sensible conversation with about what is going on?All shall be well, and all shall be well, and all manner of things shall be well.
