Harassment from neighbour

Hi all,
I've lived in my place for around 6 years. All was well until about 2 years ago, when a neighbour suddenly started being difficult. This guy has done a lot of strange things, but is now taking it to a level of harassment. There's no other word for it.
Basically, every time I take my dog round the block for an empty, he shouts abuse at me, and whenever my dog does a #2 he applauds. I must say, I always always pick up my dog's mess around here. Not once have I left it. He's never said anything to my face, as he's a coward.
He has set up a cctv camera which he's watching all the time. Last week, he'd had a few drinks with some friends and I was outside with my dog (on a lead) and he called me (to his friends) a voyeur. Evidently, he doesn't know the meaning of the word.
My garden is tiny and decked. My dog won't even have a wee in it. I will not go further into the village just for her to have a quick empty, just because of this neighbour. She doesn't do any of her business on his land. Also, several other neighbours do the same as me and don't get harassed.
I'm going to contact the PCSO for advice, but he's not the most effective of people and I suspect neighbour will deny all. So here are my two questions:
Is there anyone else I can contact to deal with this?
I'd like to buy a small recording device which would pick up his verbal abuse and use it as evidence if needed. Do any of you know of such a device and where to get it from? I don't think a dictaphone will be good enough, unfortunately.

Does he rent his house? if so there will be a clause in his tenancy not to be a nuisance to his neighbours eg disturb your quiet enjoyment.

I've never heard it called an 'empty' before. :huh:
That aside, have you actually took him aside and spoke to him to ask him why he's behaving like this? Are you in a flat? A house?
Any reason why you don't want to walk around the village with your dog? It would do him the world of good, and exercise him much better than walking him around the tiny, decked garden.(•_•)

My dog gets plenty of excercise, come whatever weather. The situations I'm talking about is the first and last ablutions of the day. I walk at least 6 miles with my dog every day.
I tried talking to the neighbour about parking a clapped-out caravan for weeks on end here, and I got nothing but abuse back, so I don't really want to speak to him. He's rather nasty!0 -
Speak to the PCSO then. Maybe they can advise.(•_•)

Any reasonable smart phone will have a camera that will record with sound. Just seeing you recording his antics may be enough. You could discuss this option with the police when reporting his harassment to them.I Would Rather Climb A Mountain Than Crawl Into A Hole

How do you know that your PCSO is not very effective? I wouldn't know if we even have a PCSO for my area let alone whether they are any good or not.0

I know because I have had dealings with the PCSO before. Once regarding an extremely nasty neighbour and more recently when my car was keyed. He didn't really investigate or ask around if anyone had witnessed anything and closed the case. I've been trying to get hold of him for a while, but he never calls back. Therefore, not very effective.0 -
I'd definatley ring the police for advise, he sounds like hes not right in the head. Whatever you do dont get into an argument with him in the street. if he starts just ignore him and go in.
Contact the main police and explain that the PCSO isnt responding to your contact.0 -
What abuse is he shouting? Just wondered if it might give a clue as to what his problem is.
Gitdog won't go in the garden either, so I understand what you mean about the brief first and last ablutions of the day. I can't see why it would be a problem for anyone unless he was always weeing in the same place and it was getting a bit pongy.All shall be well, and all shall be well, and all manner of things shall be well.
