Quite obviously there is no correct answer to the question being posed. A bit of search effort on the part of the op would not go amiss. You have exactly the same information at your fingertips as anyone else. You will get as many different answers to your question, as there are replies.to your post. All answers will be opinions and not facts.
Different examples of the same car will give different mpg depending on the state of maintenance and tune of the particular.I can afford anything that I want.

If you only do short journeys and not many miles per year then a petrol i most economic.
If you do long journeys and excessive mileage a year, then it will be a diesel.
No car is economic until you work it out against what you need a car for.

Even at 25 miles , across what terrain, city / countryside, motorways?
My 2 litre petrol turbo auto, will on achieve low 30s on my 6 mile commute, however a 25 mile journey around here involves motorways or A roads, and the MPG soon increases to in the 40+ plus MPG , naturally this car is outside you preffered budget, but what I'm saying is that larger engine cars on a run match or beat smaller engine vehicles on a run.0 -

Something like an old Passat 1.9 tdi, 90 or 110 bhp, give good mpg, will be cheap and reliable.
On my third VAG 1.9 tdi now.0 -
